"Make in India, for the World", Hon'ble Prime Minister Shri Narendra Modi Ji gave this call while presenting the mission of 'Atmanirbhar Bharat' before India. However, PM Modi also presented many other aspects of the mission like, 'Vocal for Local, Think global' and 'Make for World' and many more. PM presented the roadmap and many states took steps at their level to enhance, augment this mission to take it grassroots. Goa under the leadership of Chief Minister Dr. Pramod Sawant rolled out the 'Atmanirbhar Bharat, Swayampurna Goa' mission, program on 1st October 2020.
There are multiple aspects of this program. The 10-point program laid down is aimed at ensuring 100% delivery of basic necessities and social services to the people. It contains Tap water for all, Electricity for all, Sanitation for all, Social security for all, Health security for all, Shelter (home) for all, Krishi card, PM KISAN, KCC for all, Eligible aid for divyangas, Financial security for all, Senior citizen card.
A unique approach to governance was adopted to implement the program. The Govt. officials were appointed as 'Swayampurna Mitras' at every village panchayat, and municipality each. The Swayampurna Mitras would visit the respective village on holidays, and resolve the queries regarding the 10 Point program and other social schemes. The Sarpanch, Panch members, and Mitras would coordinate and identify a project at the village, and municipality level and would implement it. A grant of Rs.50 Lakhs was assigned for such innovative projects.
It is pertinent to cite one such success story before going further. The villagers of Surla, in Bicholim taluka, identified a barren land of 50,000 sq.m. not cultivated for more than 12 years. 40 farmers took initiative and collectively brought it under cultivation under community farming. The project was implemented with the support of the 'Atal Gram Development Agency.' The review mechanism of the program was designed, with nodal officers at the Taluka level.
The 'Sarkar Tumchya Daari' (Govt. at Your Doorstep) program is another unique aspect of the program. Under this, the Chief Minister would take the entire govt. machinery to a village. Where people could with their queries, and get it resolved. The Chief Minister interacted with the Swayampurna Mitras, Sarpanch, and Panch members of villages. On one hand, CM took the Sarkar Tumchya Daari, on the other hand, it went for the digitization of the process. The 'Know Your Scheme' portal was launched on Govt. of Goa's website. It contains all the information on all the schemes of the Govt. of Goa, the Govt. of India for the people of Goa.
The Govt. of Goa undertook various programs such as Swayampurna Yuva, National Youth, Panchayat, and Women Parliament. The first phase of the program saw great success. The Govt. of Goa achieved 90% of targets under the 10-point program, and other schemes, and programs. On one occasion Prime Minister Narendra Modi ji interacted with Swayampurna Mitras, Sarpanch, and Panch members. States like Maharashtra, Gujarat, Madhya Pradesh, and Assam took cognizance of the program and are considering implementing the program. On this background, Chief Minister Dr. Pramod Sawant launched the 'Atmanirbhar Bharat, Swayampurna Goa 2.0' on 9th April 2022.
The Swayampurna Goa 2.0 program aims to enhance the scope of the mission. It has demarcated focus areas like Skill Development, Agriculture, Horticulture, Fishiculture, and Floriculture development in the state. It has set out various goals like, Skill development for gainful employment, Encouragement to Start-Ups, Bridging the gap between academia & industry, Ai-Coding Robotics in education, E-Shram -database of skilled labor, Promotion of entrepreneurship, Training of SHG & Cottage industry, Strengthening cold storage chain, promoting the millet mission, etc.

Under the Swayampurna Goa 2.0, Chief Minister Dr. Pramod Sawant interacted with the youth of Goa and farmers. The interactive session saw huge participation and success. The Chief Minister presented the millet mission before the farmers. The program aims to expand its scope, and it began with an outreach program for the SC community on the occasion of the 131st birth anniversary of
Dr. Babasaheb Ambedkar. The Social Welfare Minister Subhash Phal Desai interacted with the people on the occasion and presented the schemes, and programs available for the empowerment of the community.

The aspects such as Swayampurna Mitras, the 10-point program are continued. Various innovative projects are coming up at the village level and being implemented with the coordination of Swayampurna Mitra, Sarpanch, Panch members, and people in the villages. In this phase, a focused approach is adopted. A Year calendar has been designed, where one department will be taken up every month, and the concerned minister shall interact with beneficiaries, Swayampurna Mitras, Sarpanch, and Panch members.
The Ganesh Chaturthi is a major festival in the state. It sees a considerable turnover of products like fruits, flowers, decoration materials, food items, and many more. The Govt. of Goa designed and implemented the 'Swayampurna Chaturthi Bazaar' a temporary marketplace at various places in all 12 Talukas of the state. It offered a platform for individual vendors, women SHGs, and others to sell their products under one roof. It encouraged the local SHGs and other vendors.

On 28th March 2023, Chief Minister Dr. Pramod Sawant completed one year in office in his second term as Chief Minister after the assembly election of 2022. On this occasion, the program of 'Prashasan Tumchya Daari' was carried out where the council of ministers visited taluka tahsil/ mamlatdar office each. It brought the entire govt. machinery of the taluka under one roof. The Ministers interacted with the officers, and people and resolving their queries.
The Swayampurna Goa 2.0 program has a long-term vision too. Under the mission, various long-term policies have been formulated and implemented in the state. The state govt. has introduced a new industrial policy that strengthens the ease of doing business in the state. The Start-Up policy is encouraging youth to go for Start-Ups. The Coding & Robotics policy is being implemented at the school level to make students future-ready. An apprenticeship program with the co-operation of and in coordination with the industries, and educational institutions is being constituted to bridge the gap between academia and industry. Moreover, the state budget for the year 2023-24 incorporates the very spirit of this mission.
The people of Goa have accepted and adopted the spirit of 'Atmanirbhar Bharat, Swayampurna Goa' The Govt. of Goa is implementing the various aspects of the mission with the aims of Antyodaya, and the spirit of Vocal for local, think global. With the coordinated efforts of the union-state govt., and people of Goa, the mission shall definitely achieve its goal to make the state Bhangrale (glorious) Goa.
